Zgodnie z projektem za tzw. małego podatnika uznawany byłby przedsiębiorca, którego obroty nie przekroczą równowartości 800 tys. EURO. Jeżeli zaś świadczy usługi pośrednictwa, agencyjne, zlecenia i inne o podobnym charakterze - 30 tys. EURO. Według projektu mali podatnicy będą mogli wybrać kwartalny (zamiast miesięcznego) okres rozliczenia z VAT. Z odliczenia mogliby zaś skorzystać w kwartale, w którym otrzymali fakturę lub dokument celny.

Jeżeli projekt zostanie przyjęty, przedsiębiorcy rozpoczynający wykonywanie czynności podlegających VAT będą obligatoryjnie korzystali ze zwolnienia. Będą mieli przy tym możliwość zrezygnowania z niego.

Nowe przepisy, zgodnie z założeniami projektu nowelizacji, zaczną obowiązywać 1 stycznia 2003 r.
